About Us
The Kerala State Commission for Protection of Child Rights (KeSCPCR) functions with the objective of protecting the rights of children who reside in the districts of Kerala and promoting their best interests. The 'Online Complaint Management System(OCMS)’ is launched to process the complaints involving violation of child rights received at the Commission in an instant and reliable mode. Through this website, anyone can register any case related to the violation of child rights with the KeSCPCR. One can also submit written complaints containing all the important details (along with supporting documents, if any) through email to childrights.cpcr@kerala.gov.in, post or by hand.

A person intending to file a complaint before the Kerala State Commission for Protection of Child Rights may do so by registering a complaint on the official website of the Commission https://childrights.kerala.gov.in under the section of 'Complaint Registration'. They have to complete a one-time registration on the website by providing the name, mobile number and password.

Anyone can register any case related to the violation of child rights with the Kerala State Commission for Protection of Child Rights. This can be aggrieved individuals, public spirited citizens, voluntary organisations, community based organisations, parents / guardians of a child deprived of his / her rights or by the child himself / herself. Apart from the above, the Commission is also empowered to take suomotu cognizance from media reports indicating a clear case of violation of child rights.

KeSCPCR can look into any grievance / complaint relating to:
- Violation of Child Rights
- Non-implementation of laws providing for survival, protection, development and participation of children.
- Non-compliance of policy decisions, guidelines or instructions aimed at mitigating hardships and ensuring welfare of the children and to provide relief to such children.
- KeSCPCR is also the appellate authority under the RTEAct.
- It monitors authority as per The Protection of Children from Sexual Offences Act, 2012.
- It is also have the monitoring authority of Juvenile Justice (care and Protection of Children) Act, 2015.

On successful registration of the complaint, a complaint number will be assigned which will be intimated to you as SMS to your registered mobile number.
